PAT Testing

There is no UK law that specifically says businesses must carry out PAT Testing.

What the law requires is that electrical equipment is maintained in a safe condition.

The main legislation is:

Health and Safety Executive Guidance

The HSE states that PAT testing is one way of helping demonstrate compliance, but it is not a legal requirement in itself.

Electricity at Work Regulations 1989

The key regulation is Regulation 4(2):

Electrical systems shall be maintained so as to prevent danger.

This is the legislation most commonly cited.

Health and Safety at Work etc. Act 1974

Employers have a duty to protect employees and others from risks, including electrical risks.

What PAT Testing Helps Demonstrate

PAT Testing provides evidence that you are:

  • Inspecting equipment
  • Identifying faults
  • Taking reasonable steps to maintain safety
  • Managing risk

This can be very useful if:

  • an accident occurs,
  • an insurance claim arises,
  • or the HSE investigates an incident.
